2019/2020 IFAB Laws are in affect for the ECNL as of Fall games 2019.

In preparation for the 2019-20 ECNL Season, the league would like to share an important announcement regarding the recent changes FIFA made to the Laws of the Game, and how these changes will affect Boys ECNL competition this season. This email, with interpretations by the ECNL National Referee Assignor, is provided to help clubs prepare for the rule changes and understand them.

Below are a few of the rules updates, along with a link to a complete listing of the Laws of the Game 2019/20 from The International Football Association Board (IFAB). 

Players - Substitutions

Law 3 – The Players 

Substitutions:

  • A player who is being substituted must leave the field at the nearest point on the boundary line, unless otherwise directed by the referee 

Ball in and out of Play

Law 9 – The Ball in and out of Play 

  • If the ball touches the referee (or other match official) and goes into the goal, possession changes or an attacking move starts

  • The restart is a Dropped Ball 

Law 13 – Free Kicks 

  • When there is a defensive ‘wall’ of at least three players: 

  • All attacking team players must be at least 1m from the ‘wall’ 

Law 15 – The Goal Kick 

  • At goal kicks: 

  • The ball is in play once: 

  • It is kicked and clearly moves 

  • It does not have to leave the penalty area 

  • Opponents must be outside of the penalty area when the ball is played

Penalty Kick

Law 13 – Free Kicks 

  • For defending team free kicks in their penalty area, the ball is in play once: 

  • it is kicked

  • clearly moves 

  • it does not have to leave the penalty area 

Team Officials

Law 5 – Team Officials

  • Can be Cautioned and/or Sent Off

  • Team Officials can be shown a Yellow Card and Red Card
